This may be an example of Landlord Graffiti (related to holding parking space/s for the residents). But I cannot be certain as I don't know anything about who lives on or owns the associated property. it is also possible that these blue markings have nothing to do with an attempt to discourage outsiders from parking outside the property (it is just my best guess). There might be a very different actual reason for the blue markings (something that has nothing to do with parking spaces). What is certain is that the city council is unlikely to have been responsible for these markings, and thus they meet most scholarly or municipal definitions of graffiti.
Curiously, the markings actually extends across one and a half properties. Perhaps you have some theories on the likely motive behind the example of invisible graffiti.
